Special Education Advisory Committee

The Special Education Advisory Committee (SEAC) has the responsibility of advising the Portsmouth School Board, through the Superintendent, of issues related to providing services to students with disabilities and their families.  The Virginia Board of Education through the General Assembly, mandated that such committees be established in 1972.

The purpose of the committee is to assist the School Board in the formulation and development of long-range plans that will provide services needed; to participate in the development of priorities and strategies for meeting the identified needs of children with disabilities; to submit periodic reports and recommendations regarding the education of children with disabilities; to assist the school division in interpreting to the community plans for meeting the special needs of children with disabilities for educational services; and to review annually the Local Educational Agency (LEA) updated Annual Special Education Plan and the Application for Federal Funding.

This committee currently meets quarterly at the Special Education Family Information Center located at the  S. H. Clarke, 2801 Turnpike Rd., Portsmouth, VA. 23707.   For information on upcoming meetings, contact Leslie Ange at 393-8792.

The SEAC Committee is now accepting new membership applications.  Members consist of:

  • Persons with disabilities;
  • Parents of persons with disabilities;
  • Members representing community civic organizations;
  • Members representing public agencies concerned with the care of persons with disabilities;
  • Citizens interested in meeting the educational needs of children with disabilities in
          special programs in the Portsmouth Public Schools; and
  •  Local school personnel who serve as ex-officio members of the Committee.

Persons eligible for services include those having the following:

  • Autism
  • Deaf-Blindness
  • Mental Disability
  • Multiple Disabilities
  • Orthopedic Impairment
  • Other Health Impairment
  • Physical Disability
  • Emotional Disturbance
  • Severe Disability
  • Specific Learning Disability
  • Speech or Language Impairment
  • Blindness/Visual Impairment
  • Traumatic Brain Injury
